Romey Finklea is a level three sex offender -- the worst of the worst and highest risk to re-offend.
In one of the rapes he cornered the victim in a stairwell and attacked her while holding a bottle, threatening to hit her with it if she screamed.
Now, he's breaking probation for the attacks on a police officer he was convicted of two years ago -- getting busted for stealing from a store, punching an officer in the face who hit the scene, trying to run, then throwing a barrage of punches as he got caught and cuffed.
This dangerous ‘High-Violent Offender’ has more than 60 convictions on his rap sheet, including assault with a deadly weapon.
He's inked with the name ‘Bobbie’ under a rose on his right arm.
