Police: Couple with baby in stroller deals heroin

PORTLAND, Ore. (KPTV) — A man and woman with a baby in a stroller were caught dealing heroin in downtown Portland, according to police.

The Portland Police Bureau was conducting specialized patrol last week in downtown focusing on street-level drug dealing and drug use.

On Wednesday, officers said they observed a couple involved in dealing drugs in the area of Southwest 10th Avenue and Yamhill Street.

Officers contacted the couple and located a small amount of heroin packaged for sale, along with drug proceeds, according to police.

Investigators said drug paraphernalia was found in the diaper bag on the stroller. A 7-month-old baby girl was taken into protective custody as the man and woman were arrested.

Emanuel Rivera, 28, and Brittany Jones, 22, were booked into the Multnomah County Jail on charges of first-degree child neglect and delivery and possession of heroin.
