Sheriff's office: Sex offender from Canada registers with Seattle address

SEATTLE -- Michael Stanley, a high-risk sex offender who recently cut off his GPS monitoring bracelet and fled Canada to Washington state, registered with the King County Sheriff's Office Friday, as ordered, officials said.

Stanley, 48, was found earlier this week in Seattle's Belltown neighborhood, Seattle police said.

He is a U.S. citizen who is not wanted for any crimes in the state, and Canada has said they will not seek to extradite him for cutting off his bracelet and fleeing.

Seattle police said on Thursday that they told Stanley he has to register here, and he did that on Friday morning, King County sheriff's Sgt. Cindi West said. He gave a city of Seattle address, she said.

"We are still waiting for documentation from Canada to see if he does, in fact, actually have to register" as a sex offender based on his convictions in Canada and laws here, West said. "When we get the paperwork, if it reveals that he does, in fact, have to register, we will classify him as either Level 1, 2 or 3 based on the information about his offenses."

Canadian officials describe Stanley as a violent, dangerous sexual predator who is a high risk to re-offend. He was convicted of sexually assaulting a wheelchair-bound elderly woman and very young girls. He was also convicted of luring two young boys and flashing children.

Stanley served his time in Edmonton, Canada, and was being monitored with an ankle bracelet when he cut it off Oct. 1 and then crossed the U.S./Canadian border in Blaine, Wash., one week later.

When Stanley crossed into the United States, he apparently did so legally.
