<p>The towering rocket is one of the first man-made objects to go into space. The rare artifact is part of Paul Allen&#8217;s Flying Heritage Collection.</p>
<p>The rocket was restored from pieces recovered from an underground facility in Germany.</p>
<p>Once the rocket is fully assembled the rocket will stand 46-feet tall and nearly 12-feet wide. It will be housed in the Flying Heritage Collection&#8217;s second hangar at Paine Field, which opened in April.</p>

<p>According to the Times, Kenneth Boonstra had recently undergone a brutal divorce with his wife and had exhibited signs of a mental breakdown to his family.</p>
<p>Boonstra, the father of five, allegedly entered a couple&#8217;s home in the 10100 block of 420th Avenue South twice in a 12-hour period between March 12-13. Investigators believe Boonstra was stabbed to death by Tennyson Jacobson after the intruder got into a struggle with her husband, Kyle, in their home.</p>
<p>Boonstra&#8217;s family told the Times and investigators he acted increasingly bizarre, concerned about money problems and overwork, in the years leading up to the stabbing.</p>
<p>Boonstra divorced his wife of 19 years in June 2007 after accusing her of cleaning out his two bank accounts, the Times reported. He moved to a trailer in North Bend from Roy and began to steal gas and goods from local convenience stores, officials said. He was arrested in 2012 for stealing a case of Miller Lite beer and two cans of Copenhagen chewing tobacco. Police reported that upon his arrest Boonstra said he was sorry, and that he had every intention of making restitution.</p>
<p>Since his divorce, Boonstra had been living in a 23-foot travel trailer placed on a 7-acre property outside of North Bend. Officials said he did not know the Jacobson family prior to the break-in.</p>
<p>A roll of duct tape was found at the home after the struggle, but investigators were not sure if Boonstra brought the tape. The case is still open and being investigated.</p>

				<content:encoded><![CDATA[<p>A cold upper level low is circulating over us, bringing us cool and showery weather today through Thursday.  Today&#8217;s morning commute is a soaker.  This afternoon we&#8217;ll have showers, with the chance of an isolated thunderstorm with perhaps a little hail.  And it&#8217;s chilly today &#8212; temps topping out in the mid 50s, around 57 for Seattle, which is 10 degrees below normal.  Tomorrow and Thursday will feature showers at times and we&#8217;ll top out in the upper 50s to near 60.  Friday looks drier, but there is still a chance of showers.  Saturday &amp; Sunday look much better, partly sunny with highs in the mid 60s, around normal.  There is still a slight chance of a shower.  Memorial Day could be the best day of the holiday weekend &#8212; partly sunny, upper 60s.</p>

<p>MOORE, Okla. &#8212; For the second day in a row, violent storms have ripped through America&#8217;s heartland.</p>
<p>Much of Moore, Oklahoma, which is just outside of Oklahoma City, is now a devastated pile of rubble.</p>
<p>The search and rescue mission continues this evening after a massive tornado touched down Monday afternoon. CNN affiliate KFOR reported that at one time, the tornado was estimated to be at least 2 miles wide, and the National Weather Service is also saying the scale of the tornado is at least EF4. This is the second most severe classification of tornado.</p>
<p>It is clear the days ahead are grave for the people of Oklahoma and the need for help will be immense.</p>
<p>There are several organizations already mobilizing on the ground in Moore, and you can help as well through these groups:</p>

<p>The Red Cross of Oklahoma has activated its safe and well website for those who are trying to reconnect with loved ones. Red Cross officials and volunteers are also beginning to open shelters. The first is at St. Andrews Church. You can help their efforts by donating to the Red Cross online or by texting REDCROSS to 90999.</p>
<p><strong>The Salvation Army</strong></p>
<p>The Salvation Army has also jumped into action. It&#8217;s in multiple locations throughout cities in Oklahoma providing food, hydration and emotional support to first responders and storm survivors. You can contribute to the Salvation Army by calling 1-800-SAL-ARMY (1-800-725-2769), online on their website, by texting &#8220;STORM&#8221; to 80888 to make an automatic $10 donation or by mail:</p>

<p><strong>Feeding America</strong></p>
<p>Feeding America is responding by providing food, water and supplies to the residents of the devastated towns in Oklahoma. The group will continue to assess the need on the ground for more assistance as recovery efforts continue.</p>
<p><strong>Samaritan&#8217;s Purse</strong></p>
<p>Samaritan&#8217;s Purse deployed a group of staff members to travel from its North Carolina headquarters to head to Oklahoma with a Disaster Relief Unit. The unit is a tractor trailer stocked with emergency supplies and equipment.</p>
<p><strong>AmeriCares</strong></p>
<p>Global health and disaster relief nonprofit AmeriCares is also mobilizing a team to help in Oklahoma. Its emergency response team is headed to the region to coordinate deliveries of relief supplies and medical aid for survivors. The team is expected to arrive by morning.</p>
<p><strong>Team Rubicon</strong></p>
<p>Team Rubicon, a group of military veterans who respond to disaster, have issued the call to members and is heading to the region. By Tuesday morning, initial assessment teams will be on the ground, and they will then mobilize a full response to help the people affected by these storms.</p>

<p>Moore, Oklahoma (CNN) &#8211; Even for a city toughened by massive tornadoes, Moore has never seen this kind of devastation.</p>
<p>The vicious tornado that ripped across central Oklahoma on Monday killed at least 24 people &#8212; with more bodies expected to arrive at the Oklahoma state medical examiner&#8217;s office, Amy Elliott of the coroner&#8217;s office said Tuesday. Roughly half of the expected bodies are children.</p>
<p>The official death toll will gradually rise as each of the bodies is processed, Elliott said.</p>
<p>Despite the woeful news, rescue workers clung to the hope of finding more survivors and scoured mountains of rubble where houses and schools once stood.</p>
<p>At least 20 of those killed were children, including seven from Plaza Towers Elementary School in Moore &#8212; the site of a frantic search Tuesday morning.</p>
<p>The school was in the direct path of the storm&#8217;s fury. About 75 students and staff members were hunkered down in Plaza Towers when the tornado struck, CNN affiliate KFOR reported.</p>
<p>At one point, an estimated 24 children were missing from the school, but some later turned up at nearby churches. It&#8217;s unclear how many may still be trapped in the wreckage, and how many are dead or alive.</p>

<p>A father of a third-grader still missing sat quietly on a stool outside. Tears cascaded from his face as he waited for any news.</p>
<p>Even parents of survivors couldn&#8217;t wrap their minds around the tragedy.</p>
<p>&#8220;I&#8217;m speechless. How did this happen? Why did this happen?&#8221; Norma Bautista asked. &#8220;How do we explain this to the kids? &#8230; In an instant, everything&#8217;s gone.&#8221;</p>
<p>Across town, Moore Medical Center also succumbed to the tornado.</p>
<p>&#8220;Our hospital has been devastated,&#8221; Mayor Glenn Lewis said. &#8220;We had a two-story hospital, now we have a one. And it&#8217;s not occupiable.&#8221;</p>
<p>So 145 of the injured were rushed to three other area hospitals.</p>
<p>That number includes 45 children taken to the children&#8217;s hospital at Oklahoma University Medical Center, Dr. Roxie Albrecht said. Injuries ranged from minor to severe, including impalement and crushing injuries.</p>
<p><strong>Not the first time</strong></p>
<p>Moore is far too familiar with the extent of nature&#8217;s wrath.</p>
<p>The Oklahoma City suburb recovered from a fierce 1999 twister that killed six people there and dozens in the area. When that tornado struck, it had the strongest wind speed in history, Oklahoma Lt. Gov. Tom Lamb said.</p>
<p>Another tornado tore through Moore in 2003, Lamb said.</p>
<p>This time, the two-mile-wide twister stayed on the ground for a full 40 minutes, carving a 22-mile path where thousands of residents live.</p>
<p>The tornado first touched down in Newcastle, Oklahoma, before ripping into neighboring Moore. An early estimate rated the tornado as an EF4, meaning it had winds between 166 and 200 mph, according to the National Weather Service.</p>
<p>After the ear-shattering howl subsided, survivors along the miles of destruction emerged from shelters to see an apocalyptic vision. Homes and other buildings were shredded to pieces. Remnants of mangled cars were piled on top of each other. What used to be a parking lot now looked like a junkyard.</p>
<p>&#8220;People are wandering around like zombies,&#8221; KFOR reporter Scott Hines said. &#8220;It&#8217;s like they&#8217;re not realizing how to process what had just happened.&#8221;</p>
<p>The death toll has far surpassed anything the city has seen from a tornado &#8212; and is expected to climb.</p>
<p><strong>Hiding in freezers</strong></p>
<p>Hines said rescuers found a 7-month-old baby and its mother hiding in a giant freezer. But they didn&#8217;t survive.</p>
<p>At the devastated hospital in Moore, some doctors had to jump into a freezer to survive, Lamb said.</p>
<p>Lando Hite, shirtless and spattered in mud, described how the storm pummeled the Orr Family Farm in Moore, which had about 80 horses before the storm hit.</p>
<p>&#8220;It was just like the movie &#8216;Twister,&#8217; &#8221; Hite told KFOR. &#8220;There were horses and stuff flying around everywhere.&#8221;</p>
<p><strong>More trouble brewing</strong></p>
<p>But the storm system that spawned Monday&#8217;s tornado and several other twisters Sunday isn&#8217;t over yet.</p>
<p>Southwest Arkansas and northeast Texas, including Dallas, are under the gun for severe weather Tuesday. Those areas could see large hail, damaging winds and tornadoes.</p>
<p>A broader swath of the United States, from Texas to Indiana and up to Michigan, could see severe thunderstorms.</p>
<p>&#8220;We could have a round 3,&#8221; CNN meteorologist Ivan Cabrera said. &#8220;Hopefully, it won&#8217;t be as bad.&#8221;</p>
<p><strong>Still digging</strong></p>
<p>The tornado sucked up debris along its path and swirled it several miles into the sky.</p>
<p>&#8220;The structures that were just demolished were picked up by the twister here and just jetted up into the atmosphere, 20,000 feet,&#8221; Cabrera said.</p>
<p>James Dickens is not a firefighter or medic. He&#8217;s actually a gas-and-oil pipeline worker. But that didn&#8217;t stop him from grabbing a hard hat and joining other rescuers at Plaza Towers Elementary School.</p>
<p>&#8220;I felt it was my duty to come help,&#8221; he said Tuesday after a long night of searching.</p>
<p>&#8220;As a father, it&#8217;s humbling. It&#8217;s heartbreaking to know that we&#8217;ve still got kids over there that&#8217;s possibly alive, but we don&#8217;t know.&#8221;</p>

The pleas in the end went nowhere.</p>
<p>The Washington State Transportation Commission voted unanimously for a 50-cent hike. That means drivers will pay 25 cents more July 1, then add another 25 cents the following summer.</p>
<p>It’s a double punch for drivers: high gas prices and now a toll increase.</p>
<p>&#8220;It&#8217;s expensive,&#8221; said driver Tom Briggs.</p>
<p>Briggs has a Good To Go pass and pays $4 a trip already. With Monday night&#8217;s vote, thousands of drivers will be forced to pay more.</p>
<p>&#8220;It’s outrageous I don’t know a better word than outrageous,&#8221; said one Gig Harbor resident who later told commissioners that they should be ashamed of themselves.</p>
<p>Many who spoke against the toll increase tonight were Gig Harbor residents who have lobbied against the proposed hike for months.</p>
<p>But as the commission sees it, increasing tolls  are the best way to pay off the construction of the bridge. The bond debt this year is $45 million and the debt is expected to spike to $70 million by 2017.</p>
<p>&#8220;The debt payment is going up in a sharp angle,&#8221; said commission chair Dan O&#8217;Neal.</p>
<p>Two lawmakers spoke against the hike at the hearing on Monday.</p>
<p>&#8220;Our citizens over here are being held hostage to pay for an expensive rate for a debt service that is not working,&#8221; said state Rep. Jan Angel.</p>
<p>&#8220;We as the Legislature would like an opportunity to continue to explore another option,&#8221; said state Sen. Nathan Schlicher.</p>
<p>Gig Harbor resident Pat Leahy came into the meeting in support of the toll increase but by the time he had made it to the mic, his opinion had changed.</p>
<p>&#8220;Coming in here I had no problems with the increase but as I sit here I am getting incensed that you are not looking at the expenses,&#8221; said Leahy.</p>
<p>Despite those pleas the vote passed and according to the commission chairman more toll increases are coming.</p>
<p>&#8220;Oh yeah no question,&#8221; said O&#8217;Neal.</p>
<p>Currently it is $4 for drivers who have a Good to Go pass. For people paying cash it&#8217;s $5 and f you pay by mail it costs $6. The majority of drivers has a Good to Go pass but now even those drivers are concerned that tolls could exceed $6.</p>
<p>Initially tolls were not projected to exceed $6.</p>

<p>GRAYS HARBOR, Wash. &#8212; Seventy-eight crew members from the fishing vessel Arctic Storm were evacuated after it caught fire about 32 miles west of Grays Harbor Monday.</p>
<p>The U.S. Coast Guard said the vessel&#8217;s crew members successfully put out the engine room fire using the Halon chemical firefighting system aboard the ship.</p>
<p>Coast Guard MH-60 Jayhawk helicopter crew from Air Station Astoria and two 47-foot motor lifeboat crews from Station Grays Harbor monitored as Good Samaritan vessels evacuated 78 of the 120 personnel aboard the fishing vessel, it said.</p>
<p>Forty-two crew members will remain aboard Arctic Storm to man the vessel, the Coast Guard said. The 78 evacuated crew members were moved to commercial fishing vessels Northern Voyager, Golden Alaska, Sea Dawn and Excellence. Evacuated crew members are scheduled to be transported to Westport, Wash.</p>
<p>A tug is enroute to tow the Arctic Storm to Aberdeen, Wash., the Coast Guard said Monday night.</p>
<p>Arctic Storm is reported to contain approximately 188,000 gallons of diesel fuel.</p>
<p>Coast Guard Sector Columbia River received a call from the 314-foot ship at about 3:20 p.m. Monday reporting an uncontrolled engine room fire.</p>
<p>The Coast Guard launched two MH-60 Jayhawk helicopter crews from Air Station Astoria and three 47-foot motor lifeboat crews to the scene.</p>
<p>The Coast Guard also issued an Urgent Marine Information Broadcast to alert other ships in the area that would be in a position to help the crew.</p>

				<content:encoded><![CDATA[<p>SEATTLE &#8212; Interim Seattle Police Chief Jim Pugel officially took office Monday and didn’t waste any time making changes. His first order of business was to reorganize the command staff, giving him direct communication with the heads of each bureau.</p>
<p>&#8220;It is not a demotion or a promotion for anybody,&#8221; Pugel said.</p>
<p>The moves level out the ranks. Deputy Chief Nick Metz and Deputy Chief Clark Kimmerer become assistant chiefs along with Mike Sanford, Paul McDonagh and Dick Reed.</p>
<p>&#8220;That reflects much more with what large major police departments from around the nation are,&#8221; Pugel said. &#8220;There&#8217;s always a chief and then the second in command is assistant police chief.&#8221;</p>
<p>No one gets a pay raise or pay cut.</p>
<p>The organizational moves are part of his plan to create direct lines of communication as he works to implement changes directed by the Department of Justice settlement and Merrick Bob’s monitoring team. Pugel said that team is embedded and that early resistance by officers to the changes is now gone.</p>
<p>“We&#8217;ve been working with the monitoring team and the Department of Justice as well as our audit and professional responsibility section under Mike Sanford in crafting new Terry stop policy and procedure, stop and frisk policy procedure and biased policing,&#8221; Pugel said.</p>
<p>The Community Police Commission, stipulated by the DOJ settlement ,will have a strong say in what goes into the new policies on those so-called Terry stops, where police detain people briefly on reasonable suspicion of criminal activity.  The goal is to make sure everyone is treated fairly.</p>
<p>With the mayor’s office up for grabs in this fall’s election, no decision will be made on a permanent replacement for the retiring Police Chief John Diaz until November at the earliest but Pugel says he’s focusing on the job at hand but also has the permanent chief’s position in his sights.</p>
<p>“&#8217;I think I can bring a new, not necessarily a better angle, but a new angle that will lead us in a positive direction that will support good, honest, ethical police work that will continue to make the city safer and hopefully reduce the harm that we come across on a daily basis,&#8221; Pugel said.</p>
