Man accused of walking up behind woman in store and cutting her hair -- again

OREGON CITY, Ore. (KPTV) -- A man with a history of indecent acts, including fondling women's hair while inappropriately touching himself on TriMet buses, was arrested again after police said he cut a woman's hair at an Oregon City store.

KPTV in Portland said Jared Walter, 27, of Milwaukie, was arrested outside the Dollar Tree store at the Oregon City Shopping Center on McLoughlin Boulevard on Tuesday.

Investigators said he followed a 31-year-old woman around the store and cut her hair with scissors while she was waiting to purchase her items.

Walter promptly left the store, police said, but was taken into custody by officers a short time later.

Walter pleaded guilty in May 2013 to charges including third-degree sex abuse and misdemeanor public indecency.

He was arrested after multiple reports of lewd acts on TriMet buses in Portland and Clackamas County.

At the time of his arrest in 2013, Walter had been recently paroled from prison.  According to KPTV, four years earlier he was arrested after police said he repeatedly applied superglue to women's hair and cut their hair while riding the bus.

Walter is now facing new charges of harassment and parole violation.
