Monitor of SPD reforms frustrated in police disciplinary system

SEATTLE -- Merrick Bobb, the federal court-appointed monitor overseeing the Seattle Police Department's reforms, issued a new report praising the SPD on its efforts to retrain officers on the use of force, but expressed frustration at the department's disciplinary system and the failure to hire the number of sergeants that have been mandated under the reform process.
