LACEY — Animal Control officers call it one of the worst cases of abuse involving kids they’ve ever seen.

“It was bad. It was really, really bad. I just, I can’t. I can’t watch that and I will not, will not let it happen if I have something to do about it,” neighbor Brandi Luckey said Friday.

Luckey is an animal lover and can’t stand to see them abused.

She never thought she’d see this kind of abuse at the hands of children.

“We would see the children pick the dog up by the collar off the ground and throw it,” Luckey said.

The kids include two 7-year-old sisters, and their 3-year-old brother.

“Our video, it does show the little boy, he’s about 3, he goes and lays on her and one of the little girl comes over and steps on her head and neck area and it yelps,” Luckey said.

Luckey recorded cell phone video so she would have proof of the abuse.

Then she called Animal Services.

[WARNING: Some may find this video upsetting]

Animal Services officer Erika Johnson took the call.

“This is the worst attack on a baby animal I’ve ever seen by children. They were witnessing the three children abusing the puppy,” Johnson said.

Johnson spent all weekend, her days off, trying to rescue the puppy named Bella, a Shepard mix, just seven weeks old, weighing just nine pounds.

She’s safe now at the animal services shelter, but she may have suffered injuries to her spine.

“If the neighbors hadn’t said anything, the dog easily could have been killed,”  Johnson said.

The mother was apparently in the yard at the times of abuse.

Johnson is recommending prosecutors charge her with first-degree animal cruelty.

Luckey wants that, too.

“We aren’t born with the aggression and that type of abusive behavior; it is learned,” Luckey said.

Q13 FOX News tried to speak to the mother but she refused a request for an interview.

If convicted of first-degree animal cruelty, she could be fined and face up to a year in jail.

What is the “mother’s” name? Did I miss that somewhere? Strange how they display the names of people that get arrested for a far less crime. Shame on her and whoever else should teach them right from wrong!!!

Aggression with children at this age tends to lead to more violent acts as they get older. These kids need help and the parents need to be held accountable. If they don’t get help we’ll be hearing about these kids again. I pray the dog gets better and finds a loving home.

Animals need loved just like humans do- this is NOT what should be taught to children! Having dogs of my own, they are given a home with care and love- NEVER do they get physically scolded- only a change of the tome of your voice works. Animals don't forget being abused- poor puppy should be given the chance to repay the abuse it received to the agressors- equally!!!

I couldn't watch the video. Cruelty to animals and children in any way is just sickening! I hope they throw the book at all of them. I hope the dog fully recovers and ends up in a good loving home like she deserves.

The mother is one of the worst mothers to allow this to happen.she deserves to be in jail and her children put somewhere where they can learn respect morals and how to treat humans and animals this is just plain ridiculous. It disgusts me to see our youth going in this direction don't get me wrong there are good kids out there but kids now days have know idea what life is really about not like we I was a kid. Parents need their rights back as parents and go back to the old school way a nice whippin on the butt. But in this chase the parent failed in correcting this problem and should be punished and used as a example so this will not happen again

First of all~glad the pup is safe and Kudos to the brave woman who rescued her. NOW children need removed from the mother and not allowed back into her custody until psych eval~~kids start on animals and move to humans. Woman needs jail for animal cruelty and child neglect (she's not teaching her kids anything so that's neglect) Parents hands are tied by our government yes~but that idiot could have just taken the pup to a new home where it would be loved and safe when she first saw her kids mistreating it. She needs to remember~they are who will take care of her eventually, now there's a lovely thought!

I Agree with most of these comments the children are learning this from somewhere,,,,as children the first reaction to seeing a puppy should be holding it and hugging it and loving it not abusing it….This is going to be a hard lesson for them all but I believe a very necessary one! Shame on the mom,I bet you that she didn't care as long as the kids were out of her way so she could do whatever without being disturbed ugh~~

The mother is no mother at all if she allowed this and should spend some time in prison. The little evil children need to go to a home for kids. Punish them all.
