Kidnapping charge filed against sex offender accused of taking girl from Beacon Hill park

SEATTLE -- A charge of first-degree kidnapping with sexual motivation was filed Tuesday against a 30-year-old sex offender for allegedly grabbing a 6-year-old girl in Beacon Hill park last Thursday, taking her three blocks away and pulling down her pants before she managed to escape.

Jesse Richard Brisbin, being held in King County Jail in lieu of $500,000 bail, is scheduled to be arraigned on the charge June 23.

The King County prosecutor's charging documents say Brisbin has been convicted twice before of exposing himself to minors. Police had said Brisbin was on home detention and wearing a Department of Corrections tracking device at the time of this arrest.

"The current incident of taking 6-year-old (girl) from a public park and pulling down her pants is a serious escalation in the defendant's behavior," the charging document says. "He poses an extreme risk to the community and particularly to minor children."

The document says that if Brisbin is convicted of the current charge, he will face an indeterminate sentence of life in prison.

Witnesses said a man asked the girl to leave with him just before 7 p.m. Thursday, but she refused. They said the suspect pulled the girl three blocks away from Benefit Park before she managed to break free and run away.

Detectives say the girl's father and several other people caught up with the man who grabbed her. Police say when they arrived, they found three people beating the suspect who was on the ground.
