LIVE BLOG: May Day brings marches, rally and controlled chaos to Seattle streets

SEATTLE — May Day in Seattle began with posters promising violence, spray painted threats and even a police effigy set ablaze.

By late evening at least seven arrested had been made after activists marched the streets for hours and sporadically clashing with police and bystanders.

At least five arrested were made by Thursday night in what was a relatively peaceful May Day march for Seattle. Clashes between police and protesters erupted the past two years on May 1.

Area anarchists had been promising for weeks on underground blogs and social media accounts that mayhem would come on May the first in Seattle as it has in previous years.

Police were able to retain control of the situation most of the time and only limited vandalism and damage was reported.

‘It’s time to break them before they break us,” proclaimed posters plastered across Capitol Hill Thursday morning.  At least one death threat aimed at Seattle Police officers was found spray painted on a utility box and Seattle Police tweeted a photo of a threat they said they had received which showed a effigy of an officer in flames.

Police also fund the words “Kill SPD” spray painted on a bank at 13th Avenue and E. Madison Street early Thursday. Other locations were tagged with similar spray paint Thursday.

Transcript of what Seattle Police Captain Chris Fowler told Q13 FOX News anchor David Rose live on-air a few minutes ago:

16:00.50
Sure that’s our number one goal is to provide a safe environment for marchers – be it the immigration march or the march that starts up here at six o’clock, to really have a safe environment to get their message out, and we’ve staffed it to be able to provide that. 16:01.03

16:01.04
Our second priority is really anybody who wants to infiltrate that and commit a serious crime or serious property damage, we’ll make that arrest. 16:01.12

16:01.45
So we’ve seen a ramp up in the verbage that’s been going on and the postings up in capitol hill as well as downtown and we looked at that this morning just to make sure our tactical team could take that into consideration. So I think the officers are aware of it and we’ve been able to plan for those contingencies. 16:02.05

16:02.26
What I really want to tell everyone is that anybody that is coming down to express their first amendment free speech right should be able to do that, we’re here to support that. But if they’re going to come downtown to commit crimes either on capitol hill or downtown we’re prepared to respond to that, and we’ll do it quickly and effectively. 16:02.47

16:02.53
I think the last two years have shown that people have come down to want to do that very thing, to give the message of violence. that certainly is counter to the culture we have in Seattle for providing the venue for everybody to express their viewpoints, so we’re prepared to deal with that if it happens this year. 16:03.10

Transcript from noon news conference with Seattle Police Capt Chris Fowler:

11:52 “Welcome to May Day. We’ve got a couple of significant events that are planned for today. The first one is obviously the immigration march that’s starting at Judkins Park, and unlike last year that march is going to end up here at Westlake, so we’ve setup Westlake Park for them to be able to get her. Get their message out and really our goal for that event is the same transition from up east to the park her.” 12:19

12:12 (talking about the march starting at SCC) “Well go ahead and facilitate that march, but that one’s a little bit higher risk as we’ve seen over the last couple of years. So, we’ve taken precautions to not only support that march, but also if need be, to make arrests for any violent crime or serious property damage”

13:00 “you know the most important message is come downtown, enjoy the atmosphere that we’ve got, enjoy the day. If you have a message to get out, get it out, but do it peacefully and safely so everybody has the same opportunity.

13:25 (responding to threats against SPD) “Again, based on the things we’ve seen posted, what we’ve heard, what we’ve seen today, and certainly over the last two years, that violence during the day or criminal activity is unfortunately history for us with this day, 13:48 “So, clearly we want to create safe conditions for everyone to express their free speech rights, but we also have contingency plans in place to arrest anybody that comes down to commit criminal acts.”

14:06: (regarding Youth Jail March) “We haven’t seen that one, but we’re aware of that early on, so we’ve assigned a command specifically for that event. We’ve worked closely with the county at the Youth Service Center to make sure that’s safe as well.” 14:16

14:23 (concerns with 2 un-permitted marches merging) “Any of these groups can merge down here in the evening, so we’ve taken that into consideration with our planning and our staffing.”

14:40 (is some staff on vacation?) “We’ve staffed the events that are going on and I think we’ve done enough staffing for that. Anybody that had scheduled vacations earlier in the year, they’re probably still on vacation, but we have adequate staffing based on what we have going on today.”

15:24 (reports of cop car’s tire slashed/graffiti) “You know I heard that, but I think a later assessment was that they actually ran over a sharp object, so that one isn’t so much a direct action against the police.” 15:10 “As far as the graffiti goes, you know I don’t really think that’s much different than the playbills we’ve seen posted on areas around the city talking about direct action, so it’s just part of the rhetoric.”

15:43 (regarding dummy’s set on fire) “That’s a significant step towards direct action, and certainly there’s more rhetoric this year than we’ve seen in the last couple of years.” 15:53 We talked about that this morning

16:07 “So, as we always do, a reasonable planning process is one, to get together with the commanders to get the most updated information as to what we’ve seen going on around the city and to again, just make sure that our deployments are ready to support our #1 priority which is safety for all the protestors and marchers and to manage criminal activity.

16:43 (permit vs. un-permitted) “When we talk about permits or unpermits, that’s a bit of bureaucratic speak in some respects. The permits allow us to work closely with the coordinators to get them safely from point a to point b, but what we’re talking about first amendment free speech rights compared to traffic issues, I think the first amendment will win out that argument. 17:06 “And so, culturally and policy-wise we’re prepared to support the marchers as long as they’re peaceful.”

17:42 (officer morale) “I think morale is very high. Officers have high morale when they’re part of an affective organization and a well-planned, thought out event. They know what the expectation is from the mayor, Chief Bailey, down through the command staff. The expectation is professionalism. They understand the goals and I have no doubt they’ll live up to our expectations.”

19:13 (asked if SPD swept Capitol Hill) “We do for the immigration march to make sure there’s no last minute route changes. For tonight’s activities, yeah, we make sure.”

19:45 (cops on rooftops?) It depends on what’s going on. It depends on what the staffing level requirements are. If we can get a better look to see what’s happening from a rooftop, we may use that advantage, but we may not depending on what the tactical situation is.”

20:27 (talking about the makeup of the rally’s this year) It’s a melding of 2012 and 2013. We’ve got a little more notification that there may be more direct action from smaller groups, which is more like 2012, but we also have the higher-risk march that we saw last year starting from the east Capitol Hill.” 20:46

20:51 “We’ve called in some mutual aid partners. We work closely with Federal, State, and other local agencies. We work closely with both the Downtown Seattle Assoc. as well as Business Assoc.”
