Man accused of exposing self to kids arrested 87 times

SEATTLE -- A convicted rapist accused of exposing himself to children at a Seattle park has been arrested 87 times in Washington, the Seattle Post-Intelligencer reported. Joseph "Hotdog Captain" Porter was arrested June 2 after witnesses told police he exposed himself to several people at Rainier Playfield Park at 3700 S. Alaska St., the P.I. reported.

King County prosecutors allege that Porter called out "look at me" to passing children, the P.I reported. One woman walking with her children told police that Porter seemed to be displaying himself. About 25 children were in the park at the time, according to the P.I.

Porter, a Portland resident, was convicted of rape in the 1980s, for brutally raping a woman after tying up her husband, the P.I. reported. He has been arrested 87 times in Washington and was most recently convicted of failing to register as a sex offender, according to the report.
